The Fortress of Justinian, better known in Tirana as Kalaja e Tiranes or Tirana Castle, is the easiest Albanian castle site to visit because it sits in the city centre rather than on a distant hill. It is not a complete fortress today. The surviving above-ground landmark is a roughly 6 m high Ottoman-era wall, while exposed foundations have been incorporated into the pedestrian Murat Toptani Street. That urban setting is the main point: the castle marks the old crossroads where the main east-west and north-south routes met and helped form the heart of Tirana.
The history of the fortress reaches back before 1300 and is generally described as Byzantine-era in origin. The present site has three known towers in the recorded fortification, and later Ottoman remains are visible in the surviving wall. In modern Tirana, the castle has shifted from a military structure to a cultural and commercial public space. Inside the former fortified area are restaurants, shops, hotels, and cultural institutions, so the visit feels more like walking through a historic urban quarter than entering an archaeological park.
The modern protection history is clear. Tirana Castle was declared a first-category cultural monument on 10 June 1973, and newly discovered wall traces were declared a cultural monument on 15 May 2008. Visit Tirana records that the castle area opened for visitors in December 2018 through cooperation between the Toptani family and Tirana Municipality. A mosaic commemorating the 100th anniversary of Albania’s independence was also unveiled near the Albanian Parliament.
